The long and legal answer is as follows, which can be found in all Phoenix Intelligence contracts:

“Each party retains ownership of all [Background] Intellectual Property (IP).” The Client will own the Intellectual Property Rights in the Deliverables after he or she signs off on the project proposal. If the Client does not proceed with the recommended solution, Phoenix Intelligence retains ownership of the IP. 

For the Duration of the Agreement the Client provides Phoenix Intelligence a license to the Client Materials in order for Phoenix Intelligence to provide the Assignment to the Client in line with the Agreement.”

 

Clients own the Intellectual Property (IP) for anything they pay for to put it another way.
